What Even Is a Fused Spur?

Before we get into zones, let's get the terminology right — because a lot of online confusion stems from people talking about different things.

A fused connection unit (FCU) — commonly called a fused spur — is the fixed switch on your wall that connects a hardwired appliance to the circuit. It has its own cartridge fuse (usually 3A, 5A or 13A). It is not a plug socket.

Types you'll come across for bathroom towel rails:

The three zones at a glance

Zone 0 — Inside the bath or shower tray itself. Only SELV (extra-low voltage, max 12V AC) equipment is permitted here. Full stop.

Zone 2 — A 0.6m band horizontally beyond Zone 1. Still requires minimum IPX4 rated equipment.

Outside the zones — The rest of the room. General electrical requirements still apply, but you're out of the restricted zones.

The bit most people miss: Zones apply to the type of equipment permitted — not just how waterproof it is. A standard fused spur is the wrong type of accessory for Zones 1 and 2, whether it's IP20 or IP66.

Wet rooms are different

If your shower has no basin or tray — a typical wet room — the geometry changes completely. Zone 1 extends 1.2 metres as a radius from the water outlet. Crucially, there is no Zone 2 in a basin-less shower. Beyond that 1.2m radius is straight to "outside the zones."

Wet rooms also tend to have more spray reaching further corners than a standard bathroom, so a competent electrician will factor that in even where the geometry technically says "outside zones."

Why IP Ratings Don't Settle the Question

This is the most common misunderstanding we see, and it's worth spending a moment on.

IP66 means dust-tight + protection against powerful water jets. That's genuinely impressive — but it answers only one question: how well-sealed is this product?

BS 7671 also asks a different question: is this the right type of equipment for this location?

A standard domestic mains FCU is not among the types of accessory the standard permits inside Zones 1 or 2. The permitted exceptions are narrow:

  • SELV (extra-low voltage) switches and sockets
  • Shaver supply units (BS EN 61558-2-5)
  • Controls built into the appliance itself
  • Cord-operated ceiling pull switches

A mains timer FCU — however many IP digits it carries — does not appear on that list.

"But I Put It in an IP66 Outdoor Box..."

A popular workaround is mounting an ordinary timer inside a generic IP66 weatherproof enclosure — the kind sold for outdoor cable junctions — and treating the whole assembly as bathroom-safe. Here's why that's weaker than it looks:

  1. The IP rating applies to the tested enclosure, not to your assembly. The box manufacturer tested an empty box. Once you put a timer inside, drill cable holes, and clip the lid shut, that assembly has never been tested.
  2. You may become the "manufacturer." Under BS EN 61439, the party that combines components into a bespoke assembly can take on design-verification responsibilities — a significant liability in a domestic bathroom.
  3. It still doesn't fix the type problem. Sealing a mains timer in a box doesn't change what type of accessory it is.

Option A — Outside the bathroom (recommended)

Mount the timer FCU in the adjacent hallway, airing cupboard, or on the outside face of the bathroom wall. A fixed cable runs through the wall to the towel rail. This is the clearest arrangement to justify, easiest to service, and what most electricians will recommend for a new installation.

Option B — Inside the bathroom, outside all zones

If the room layout allows, a position clearly beyond the zone boundaries may be acceptable — with 30mA RCD protection, suitable equipment, and a documented decision from a competent electrician.

RCD Protection — Non-Negotiable

Whatever placement you choose, one requirement doesn't flex: 30mA RCD additional protection is required for all low-voltage circuits serving a location containing a bath or shower (BS 7671 Regulation 701.411.3.3).

Yes, for most bathroom electrical work — but the rules differ by nation.
